Pannonia Lowlands is developing an integrated energy and development platform in Slavonia, Croatia. Renewable generation, storage, grid infrastructure and heat are conceived as one connected system.
By intelligently combining generation, storage and consumption, the platform is intended to support the grid and contribute to a stable and flexible energy supply. The aim is to provide energy for industry, agriculture and municipalities on site — and with it the basis for new regional value creation.

In many European regions renewable electricity is generated and then exported. The value is created somewhere else.
Slavonia has what it takes to reverse that: land, water, agriculture and the geothermal potential of the Pannonian Basin.
02The platformA platform, not a single project
Pannonia Lowlands does not build isolated plants. It builds the system that connects them.
The starting point is the site, its land and its natural resources. From there an integrated network of renewable generation, storage, grid infrastructure and heat is built up step by step. The individual building blocks are connected so that energy can be used, stored and deployed in support of the grid as efficiently as possible on site.
The platform is intended to supply businesses, agriculture and municipalities in the region with energy and at the same time create the conditions for new economic activity. Available renewable energy and capable infrastructure can enable new companies to settle here, in particular consumers of electricity and heat. In this way the region's natural resources should generate additional local value creation, employment and sustainable economic development over the long term.
02How it worksFrom site to regional value creation
Each layer builds on the one before it: the site provides the resources, energy is generated from them, infrastructure makes it usable, offtakers put it to work and the region benefits. Pannonia Lowlands does not look at individual energy projects in isolation — it connects natural resources, energy, infrastructure and economic use into one integrated system from which regional value creation can emerge.

Regional value creation
A platform developed over years leaves more than electricity behind: investment, contracts for regional businesses, jobs, training and revenue for municipalities. How much of that materialises depends on how the projects develop. We will name results once they can be evidenced.

05The location
Slavonia lies in the lowlands of the Pannonian Basin and combines several natural preconditions for integrated energy and site development: geothermal potential, high solar irradiation, available land, water resources and opportunities to use hydropower. At the same time the region is strongly shaped by agriculture, which offers many ways to connect energy generation, farming and new economic applications.
This is exactly where Pannonia Lowlands starts. The different renewable energy sources are not to be developed in isolation but combined with storage, grid infrastructure and local consumers into an integrated energy system that supports the grid wherever possible.
In perspective this creates more than new options for regional energy supply. Available renewable energy, heat and infrastructure can at the same time create the conditions for new companies to settle, for industrial applications and for additional value creation in the region.
Gradina in Slavonia is the first project area of Pannonia Lowlands. From here the platform model is to be developed step by step. Further locations in the region may follow.

Pannonia Lowlands is developing the concept of an integrated energy and development platform in the Gradina/Budakovac area in eastern Croatia.
At its core lies a simple conviction: renewable energy can be more than the production of electricity and heat. Used properly, it can become the basis for new regional value creation.
The development approach of Pannonia Lowlands therefore provides for the step-by-step examination and combination of different energy and infrastructure building blocks. These include geothermal energy, photovoltaics, hydropower and energy storage in particular, and in perspective further applications and forms of sector coupling.
The energy generated is not to be seen solely as a product. In the long term it can form the basis for industrial applications, agriculture and controlled agriculture, heat supply and other energy-intensive value creation at the site.
A particular focus lies on geothermal energy. Croatia's increasing exploration activity, and in particular the ongoing investigation of geothermal potential in the Virovitica area, shows the growing importance of this energy source for the region.
Pannonia Lowlands is in the development and assessment phase. The technical, geological, economic and permitting conditions of the individual project components are being examined and refined step by step.
Our goal is not to develop individual, independent energy projects. Our goal is a platform.

Croatia is consistently continuing to expand geothermal energy. Under the “Competitiveness and Cohesion 2021–2027” programme, EUR 30 million from the European Regional Development Fund has been made available for further investment in geothermal energy.
Four additional geothermal wells are planned in Velika Gorica, Osijek, Vinkovci and Zaprešić. Geothermal resources were already confirmed at these sites during earlier exploration work.
The aim of the investment is to increase the share of renewables, particularly in heat supply, to reduce the use of fossil fuels and to make greater use of local renewable energy sources.
For Pannonia Lowlands this development confirms the long-term strategic importance of geothermal energy in Croatia.
Our development approach goes beyond energy generation alone. The aim is to combine different renewable energy sources with regional applications and new economic structures.
Geothermal energy can, in perspective, form an important baseload component of an integrated energy platform and be combined with photovoltaics, hydropower, energy storage and industrial and agricultural use.
Growing public investment in exploration and development is creating an increasingly relevant market and development environment for this.

The results of state-supported geothermal exploration in Croatia show further progress in developing domestic renewable energy sources.
According to the Croatian Ministry of Economy, geothermal potential has been confirmed at four investigated sites under an exploration programme financed by the National Recovery and Resilience Plan: Velika Gorica, Zaprešić, Osijek and Vinkovci.
The results provide a basis for the further development of geothermal applications and at the same time show how important systematic exploration and reliable geological data are for future energy projects.
This is precisely the approach that matters for Pannonia Lowlands.
The development of geothermal projects has to be based on a step-by-step technical and economic validation of the resource. Geological data, reservoir parameters, temperature, productivity and the thermal and electrical capacity derived from them form the basis for further project development.
Pannonia Lowlands therefore pursues an integrated development approach in which energy potentials are not considered in isolation. In perspective, different renewable energy sources and energy applications are to be brought together into a regional platform.
Current developments in Croatia show that geothermal energy is increasingly becoming a relevant part of the national energy and decarbonisation strategy.

With the start of exploration work at the Virovitica GT-1 geothermal well, the development of geothermal energy has entered a new phase in the Virovitica-Podravina region as well.
The Croatian Hydrocarbon Agency (Agencija za ugljikovodike, AZU) is using the VirGT-1 exploration well to investigate the geothermal potential of the “Virovitica 2” exploration area. The well is designed to reach a depth of around 1,300 metres and is intended to provide insights into geological structures and potential geothermal water resources.
For Pannonia Lowlands this development is of particular importance. Our development approach for the region is based on connecting local renewable energy sources with economic and industrial value creation over the long term.
Geothermal energy plays a central role in this: depending on the respective geological and technical conditions it can provide energy continuously and thus complement other renewable sources such as photovoltaics and hydropower.
The current exploration activity in Virovitica underlines the growing importance of geothermal resources for the region's future energy supply.
Pannonia Lowlands is following this development closely as part of its own project development and geological assessment of the Gradina/Budakovac site.

Slavonia has particular natural preconditions. The region lies in the Pannonian Basin, is shaped by agriculture and has land, water resources, solar irradiation and geothermal potential. These conditions are to be connected step by step with modern energy and infrastructure development.
Pannonia Lowlands is examining different renewable energy sources and technologies. These include geothermal energy, photovoltaics and hydropower in particular, as well as energy storage, heat and the infrastructure required for them.
